Lake Alice Hospital---Former Patients' Settlement
9. JUDY KEALL (NZ Labour---Otaki) to the Minister of Health: What are the agreed terms of the recently announced settlement for former patients of Lake Alice Hospital?
Hon. ANNETTE KING (Minister of Health): According to the independent recommendations made by the retired High Court judge Sir Rodney Gallen $6.5 million will be distributed to 95 former patients of Lake Alice Hospital. The Prime Minister and myself, acting on behalf of the Crown, have apologised to the 95 former patients for the unacceptable treatment they suffered between 1972 and 1977.
Judy Keall: Why has this matter taken so long to resolve?
Hon. ANNETTE KING: The issue has taken so long to resolve mainly because of the previous Government. In July 1997, when Bill English was the Minister of Health, he said that the Government could not be seen to be hiding behind a wall of legal complexities. He did nothing for 2 years. When he became the Minister of Finance, he decided on 23 February 1999 that the claims would be litigated. He was strong on words and weak on action.
Dr Lynda Scott: What is the total amount that has been set aside for other Lake Alice Hospital patients who may have been subject to similar unacceptable events and who have not been part of this settlement?
Hon. ANNETTE KING: Those patients who are not part of this settlement will be having their claims looked at on a one-by-one basis by going through the Ministry of Health, then to Crown Law, where a lawyer, Dr David Collins QC, will be providing legal advice to them. They will go through the same independent process with Justice Gallen that those who were part of the group claim have been through.

The payouts were also ex gratis, not proper compensation and merely settling an out of court civil action against the Government That is why we are now at UNCAT as we have had no offer of rehab of any sort
